Kelly was born on January 21, 1959, in San Angelo, TX, to William Fowler and Jo Ann McCleskey.  He was preceded in death by his father.

Kelly is survived by his mother, Jo Ann McCleskey; his daughter, Chrissy Wilson and husband Michael; his son, Justin Fowler; his sisters, Elaine Ellis and husband Dee, and Brenda Cox and husband Samuel; his brothers, Kenneth Fowler and Terry Fowler and wife Tonya; his grandchildren, Kammie, Peyton, and Liam and his beloved cat, Cookie.
